BERITAOP - The pipe extending into the sea in Banyuglugur District, Situbondo Regency, East Java, is confirmed to belong to PT Fuyuan Biologi Technology, a company engaged in seaweed processing.

Head of Pollution Control and Environmental Damage (Kabid) of the Situbondo Regency Environmental Agency (DLH), Ranti Seta Ayu Pratiwi, stated that the existence of the pipe has been known to her department and it has obtained a permit for Conformity of Marine Utilization Activities (KKPRL).

"Yes, sir, we know. It already has a KKPRL permit, the authority is KKP," said Seta when contacted on Sunday, June 21, 2026.

According to Seta, installing pipes to the sea is permissible as long as it is not used to discharge untreated waste or wastewater exceeding the established quality standards.

"Pipes are allowed. Discharging untreated waste and wastewater exceeding quality standards is not allowed," she said.

She explained that all wastewater generated by industries must undergo a treatment process at a Wastewater Treatment Plant (IPAL) before being discharged into the environment. Additionally, the quality of the discharged wastewater must be below the threshold of quality standards in accordance with applicable regulations.

"Passing through IPAL is mandatory, and the results must be below quality standards. The point is that the wastewater is treated and does not exceed quality standards," she said.

Seta added that each type of industrial activity has different wastewater quality standards, including the seaweed processing industry.

"According to regulations, waste must be treated and must not exceed the quality standards for seaweed wastewater," she said.

Meanwhile, Manager of PT Fuyuan Biologi Technology, Elvira, confirmed that the pipe seen extending into the sea belongs to the company.

According to her, the channel is used to flow water from the washing of seaweed that has undergone a treatment process.

"What comes out is just washing water. The seaweed washing water has also been processed and there are indeed technical studies for it," said Elvira.

She ensured that all wastewater from the production process first enters the IPAL before being discharged from the company's area.

"It goes into IPAL first, it's treated first, then it comes out," she said. (*)
